 TITLE: Assistant Director of Financial Planning and Budget AnalysisDEPARTMENT: College of Agriculture, Health Sciences, and Natural ResourcesREPORTS TO: Director of Land Grant CLASSIFICATION: Staff-12 monthsEFFECTIVE DATE: TBDSTANDARD WORK HOURS: 37.5 hours per weekEMPLOYMENT STATUS: Full-Time EMPLOYMENT CLASSIFICATION: Exempt JOB SUMMARY: Reports directly to the Dean of College of Ag/Director of Land Grant Programs at Kentucky State University. The Assistant Director of Financial Planning and Budget Analysis leads the development of operating budgets, forecasting and reporting efforts to ensure efficient financial operations (USDA, NSF, OSP, etc.). The Assistant Director reviews analysis results, develops insightful suggestions regarding program needs, sourcing, cost analysis and leads strategic business decisions in collaboration with the KSU Office of Finance and Administration. Additionally, Financial Planning and Analysis Assistant Director creates functional strategies with specific objectives and develops budgets/policies/ procedures to support the functional infrastructure of the College of Agriculture, Health Sciences, and Natural Resources/Land Grant Program. The Assistant Director will work with University support offices to ensure compliance with policies set forth by the University and external agencies. ESSENTIAL JOB FUNCTIONS: 

  • Lead the development, maintenance, and analysis of budgetary and financial data for the College of Agriculture, Health Sciences, and Natural Resources / Land Grant Program and forecast the needs of the program working in close collaboration with the KSU office of Finance and Administration.
  • Assist the CAHSNR/LGP administration and University support offices to ensure budget compliance with policies set forth by the University and external agencies.
  • Keep abreast of changes in policies and regulations of granting agencies;
  • Develop CAHSNR/LGP annual operating budgets and forecasts.
  • Analyzes past fund uses by programs and projects, as well as facilities, to forecast future needs and assist in budgeting and forecasting. 
  • Perform a wide variety of budget and forecast calculations and analyses, including tracking use of federal and state matching fund use, as well as preparing reports.
  • Maintain a high level of compliance and sensitivity with USDA funding.
  • Provides consolidated reporting information as needed.
  • Provides various levels of support with respect to projects or assignments.
  • Coordinates and monitors the change order process including assessment of cost impacts.
  • Maintains a thorough working knowledge of the Generally Accepted Accounting Principles.
  • Provides direction, guidance, and training to analysts in the budgeting area, as well as analysts in the business lines.
  • Research and summarize information on government regulations pertinent to grants and contracts;
  • Access financial data from Banner accounting system.
  • Monitor status of procurement and accounts payable processes as requested.
  • Supervise and train employees.
  • Other related duties as required.
  •   KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
  • Knowledge of federal and state financial regulations, and university financial policies and procedures
  • Knowledge of accounting and accounts receivable principles, methodology, and practices.
  • Experience in creating budgets and forecasting budgetary needs.
  • Ability to use independent judgment and to manage and impart information to a range of clientele and/or media sources.
  • Ability to plan, organize, implement, and administer complex recordkeeping systems and procedures.
  • Ability to write reports containing technical information.
  • Ability to foster a cooperative work environment.
  • Ability to identify and secure alternative funding/revenue sources.
  • Knowledge of faculty and/or staff hiring procedures.
  • Skill in budget preparation and fiscal management.
  • Knowledge of software to quantify and illustrate complex financial reports, comparisons, impacts, and/or projections.
  • Proficient in ERP software (i.e. Banner).
  • Knowledge of financial/business analysis techniques.
  • Knowledge of customer service standards and procedures.
  • Knowledge of cashiering and cash management principles, systems, procedures, and standards.
  • Outstanding interpersonal, community relations skills and the ability to communicate and work effectively within a diverse community.
  • Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments.
  • Employee development and performance management skills.
  •  SUPERVISORY RESPONSIBILITY: This position does have supervisory responsibility.   OTHER DUTIES: Other related duties as required  QUALIFICATIONS: Master's Degree in Business Administration, finance, or similar area; At least 3 years of experience in administrative processes.   WORKING CONDITIONS: 
  • Work is normally performed in a typical interior/office work environment.
  • No or very limited physical effort required.
  • No or very limited exposure to physical risk.
