The Associate Vice President, Chief Network Officer oversees the University's data and next generation firewall, telecommunications planning and engineering, and technical services units. An employee in this position participates in disaster recovery, business continuity, and contingency planning, testing, and execution.
CORE JOB FUNCTIONS
Provides University-wide leadership in developing, implementing, and maintaining a comprehensive framework for UM data, voice, and video communication systems.
Oversees the formulation and study of information networks development projects, including making recommendations for ideal documentation and presentations, performing market research, identifying cost and revenue, performing economic analysis, preparing proposals, and leading negotiation teams.
Projects telecommunications resources requirements, including personnel, equipment, and facilities.
Directs policy and procedure implementation, job documentation, and training for operations staff while adhering to the highest level of quality.
Performs project analysis and acts as liaison to the University community, vendors, and potential users while maintaining a customer satisfaction mentality.
Participates in updating the department's strategic plan and establishing objectives with managers.
Provides both long- and short-range budget and capacity forecasts for telecommunications services, including hardware and software systems, services, and operations.
Interfaces with high-level administrators in fulfilling telecommunication networks' needs. Interacts with students, staff, and faculty to resolve complaints and issues related to appropriate use of technology and institutional or personal information.
Interacts with Risk Management, Internal Audit, University Counsel, and other internal "control" units, and with external judicial authorities to ensure mutual cooperation.
Assesses and reports on computer systems and telecommunications risks within the University technology environment.
Attends conferences and trainings, and performs presentations for collegial exchange.
Ensures internal control oversight and compliance with laws and regulations, safeguarding of assets, compliance with University policies and procedures, reliability of internal and external reporting, and efficiency and effectiveness of operations.

MINIMUM QUALIFICATIONS
Master's Degree
Minimum 10 years of relevant experience. Any relevant education, certifications and/or work experience may be considered

Ability to establish department goals, and objectives that support the strategic plan.
