General Summary

This position is responsible for the overall direction of quality program as it relates to our "White-Paving" Construction Operations in Granite's South Coast Region. The size and complexity of projects varies drastically, but the one constant needs to be the quality processes we define, develop and implement to ensure contract compliance, maximum pay and minimum re-work. This position includes responsibility for technical support of operations, QA/QC, pursuit, estimating, planning, training, initiative implementation, and process improvement activities that generate/disseminate best practices and ensure compliance with Granite Management System standards as well as project and regulatory requirements.

Essential Job Accountabilities

  • Coordinate with regional estimating teams to provide detailed specification reviews identifying quality risks and requirements and associated costs.
  • Identify "High-risk" quality related issues identified during specification review and provide risk mitigation consulting to estimating and operations teams.
  • Support Work Planning process at project level and work with PM Teams to evolve standard approach to Granite Work Planning Process. (Work Plans, ITPs, Pre-Activity Meetings and process checklists)
  • Identify internal and external QC capabilities and manage Internal QC and any Third-Party Testing/inspection resources to ensure Inspection & Test Plans (ITPs) are managed and all "Hold-Points" are adhered to.
  • Support Work Planning process at project level and work with PM Teams to evolve standard approach to Granite Work Planning Process. (Work Plans, ITPs, Pre-Activity Meetings and process checklists).
  • Identify internal and external QC capabilities and manage Internal QC and any Third-Party Testing/inspection resources to ensure Inspection & Test Plans (ITPs) are managed and all "Hold-Points" are adhered to.
  • Review all quality data and inspection reports; provide prompt analysis of data; identify data trends and recommend plant/production changes to ensure on-going compliance.
  • Support Work Planning process at project level and work with PM Teams to evolve standard approach to Granite Work Planning Process. (Work Plans, ITPs, Pre-Activity Meetings and process checklists).
  • Identify internal and external QC capabilities and manage Internal QC and any Third-Party Testing/inspection resources to ensure Inspection & Test Plans (ITPs) are managed and all "Hold-Points" are adhered to.
  • Review all quality data and inspection reports; provide prompt analysis of data; identify data trends and recommend plant/production changes to ensure on-going compliance.
  • Standardize and improve product/materials submittal process and ultimately establish project's closeout requirements (review critical submittals as necessary). Intermittent review of project submittal logs for adequate maintenance.
  • Create process to ensure projects organize, conduct, and manage weekly (or as required) construction quality meetings with client and appropriate project representatives.
  • Establish, maintain, and leverage relationships with local public agency technical staff, customers, and local inspection and testing companies.
  • Provide quality management training (QMS) to project teams and subcontractor/vendors so QMS expectations are clearly understood during materials production and/or construction processes.
  • Participate in technical relevant technical organizations (Caltrans, CalCima, ASCE, ACE, AASHTO, ACI).

Education/Certification
  • BS Degree in engineering, construction management or other technical discipline preferred.
  • Current Fundamentals in Engineering (FE) status with ability to obtain Professional Engineer Registration within 2 years.
  • Training and/or certification in one or more quality systems such as USACE Contractor Quality Management, ASQ Manager of Quality, Quality Auditor or other continuous improvement methodologies is preferred.

Work Experience
  • 5 plus years of technical, managerial, or quality experience on construction projects, concrete batching facilities, and/or materials testing laboratories.

Knowledge, Skills and Abilities
  • Knowledge of and experience with quality management systems such as: ISO 9001, USACE Construction Quality Manager, ASQ Quality Manager or other recognized quality management systems
  • Technical knowledge of construction materials inspection and testing, both laboratory and field testing; with preferred emphasis working with concrete and aggregates.
  • Concrete paving and reinforced concrete construction experience preferred
  • Ability to properly manage and prioritize resources, people and activities
  • Knowledge of punch list and project closeout
  • Excellent consultative and communication skills and ability to interface effectively with all levels of project management and field supervision
  • Ability to work in high production environments and respond quickly and effectively under pressure and deadlines
  • Proficient with quality and project management software and database operations; specific experience with StoneMontQC, Autodesk, Plan Grid, or Procore is a bonus.

Base Salary Range:
$73,889.86 - $110,834.78
Pay may vary based upon relevant experience, skills, location, and education among other factors.
