Education Req: Required - Bachelor's degree in finance or accounting.

Experience Req: Required -Minimum two (2) years of accounting/full-cycle finance experience. Additionally, preferred qualifications include one year of disaster finance/accounting experience and a CPA, CIA, or CFE certification.

National EMR was built on the premise of filling gaps and serving those with the greatest needs in a disaster. National EMR has spent most of our time in the emergency support functions (ESF) of mass care, emergency assistance, housing, human services, public health, and medical services as our core mission areas.

Responsibilities and Duties:
1. Work with the Deputy Finance Section Chief to track and report on financial changes that could affect project or contract implementation.
2. Communicate observations and suggest ways to enhance programs or initiatives.
3. Assist in verifying that documentation adheres to federal, state, local, and grant/contract guidelines.
4. Investigate audit requests from partner agencies and compile findings for responses.
5. Prepare and coordinate credit memorandums to resolve discrepancies identified in audits.
6. Record relevant information in WebEOC and internal Sharepoint systems.
7. Verify and balance invoices, expense reimbursements, requisitions, and financial documentation.
8. Collaborate with the National EMR Admin to ensure that all National EMR/EMR contracts are well-organized and up to date on SharePoint.
9. Conduct supplier research, compare vendor costs, and collaborate with the FSC on contract proposals.
10. Generate contract reports, cost burn reports, and other required documentation.
11. Review programs, contracts, and licenses to verify adherence to federal, state, and local laws, as well as grant requirements.
12. Assist with financial issues concerning vendor contracts, leases, and fiscal agreements.
13. Understand and follow the established policies and procedures outlined in the National EMR Manuals.
14. Foster a culture where team members prioritize safety, identify hazards, and report safety concerns promptly.
15. Maintain knowledge of current developments in emergency management and facilitate information sharing within the division or agency.
16. Be prepared to undertake other duties as assigned.

Requirements:
1. Adhere to ethical standards and comply with laws and regulations.
2. Strong understanding of financial accounting, auditing, procurement processes, contract law, and negotiation techniques.
3. Ability to analyze complex data, identify trends, and evaluate financial information.
4. Ability to identify and resolve issues related to audits, procurement, and compliance.
5. Effective communication, both written and verbal, to interact with stakeholders, report findings, and negotiate with vendors.
6. Ability to manage multiple projects, prioritize tasks, and meet deadlines.
7. Meticulous attention to detail to ensure accuracy and completeness in work.
8. Ability to adapt to changing circumstances, including schedule adjustments, hybrid remote work, and impromptu projects.
9. (If applicable) Ability to perform physical activities as required, such as extensive walking, lifting weights, or working in austere conditions.
10. Knowledge of local, state, and federal laws related to program areas, public administration, and procurement.
11. Proficiency in specific software or tools relevant to the role, such as financial accounting software, audit tools, or procurement systems.
