CAMRIS International, LLC, (CAMRIS) is seeking a P rogram Analyst ( Operational Support - Consultant) to support USAID/Southern Africa's Regional Environment , Education and Democracy (REED) Office
This position will perform work under the Africa Bureau Institutional Support and Services II contract (AFR ITSS II). AFR ITSS II assists USAID in achieving its program priorities by providing contracted technical, professional, operational, and administrative support staff in support of USAID's African programs on both short- and long-term bases. Work performed under this contract will cover a range of technical and administrative areas aimed at advancing USAID's development objectives in sub-Saharan Africa.

BACKGROUND :
USAID/Southern Africa is seeking to co-design an activity that responds to the Government of South Africa (GoSA)'s JET Investment Plan on Just Mpumalanga and intends to broaden this focus to include strengthening of skills development provision that works with industry in collaboratively designing, implementing and/or supporting employment and earning activities for people in communities earmarked for coal plant closures.
Aligning itself firmly with the Just Mpumalanga pillar of the JET-IP, the activity will take up the call to ensure that foundational skills through the skills formation ecosystem are provided to those whose skills base is low and/or mismatched to the current and anticipated needs of future industries, while ensuring that ongoing skills development is also accessible for re-skilling and upskilling of youth and affected workers who will lose their jobs and livelihoods.
It is against this background that the Education unit in USAID/Southern Africa seeks to recruit solicitation support for remote operational support for the design team. We seek a suitably qualified candidate who has operational experience in program design, administration and technical interest in skills and youth workforce development programs or a growing interest in this area. Experience with USG procurement requirements and regulations is desirable in the successful execution of an open competitive process.
The consultancy has a 60-day level of effort . The position is remote with the possibility of some international travel expected.
Responsibilities
The duties, responsibilities and deliverables include but are not limited to:
- Under the Core Design Team's leadership, assist with all technical aspects of the Technical Evaluation Committees' review process:
- Guide and/or collaborate with staff on each required component.
- Coordinate with the Office of Acquisition and Assistance (OAA) on revision of some sections of the procurement package as needed.
- Coordinate and support the TEC chair in synthesizing reviews and solicitation feedback for OAA.
- Serve on Technical Evaluation Committees as a non-voting member.
- Draft necessary memos to complete the selection process of the successful applicant.
- Assist with the analysis of hybrid listening sessions with the Just Energy Transition (JET) International Partners Group (IPG), inter U.S. Government agency meetings, Government of South Africa Project Management Unit (PMU), the missionwide Just Energy Transition Partnership (JETP) coordinator and other key stakeholders.
- Capture key points and help lead discussions with the Core Design Team on what elements may be included pre bidder conference or to further guide the design and development of the program.
- Provide programmatic support to a co-creation event for successful bidders during the solicitation process.
- Lead communications with candidates, liaise with the OAA, supporting offices and selected bidders to arrange logistics and secure their participation.
- Participate in co-creation in various roles and ensure follow up actions are completed post co-creation.
- Provide mission wide JET-P design support and administrative duties as assigned including the JETP coordinator in the Regional Environment, Education and Democracy (REED) Office.
- Other duties as assigned.
DELIVERABLES :
- Support a Technical Evaluation Committee to successfully evaluate the technical merit, capabilities, and suitability of each proposal to meet the specific requirements of the project.
- Support the hosting of a co-creation event during the solicitation process.
- Lead to completion of all technical documentation and actions related to the Request for Application (RFA).
Qualifications
- Bachelor's degree in Education, Social Sciences, International Development or other related discipline plus three years of experience, or a Master's degree in related discipline and one year of experience.
- Demonstrated experience in program design, monitoring, evaluation and implementation of U.S. Government-funded activities.
- Excellent writing skills and ability to write in a collaborative process; ability to meet deadlines.
- Outstanding organizational and planning abilities.
- Ability to obtain facility access or Secret Clearance.
ACCESS REQUIREMENTS No physical facilities access is anticipated outside of visitational needs.
