Job Summary
Galapagos Federal Systems LLC is seeking an enthusiastic and well-qualified individual to fill the Requirements and Cost Analyst Specialist position. This role will support the Requirements Management Corporate Process (RMCP) and join our team of diverse, skilled professionals.
The position's primary responsibility is to assist in developing or validating rough order magnitude cost estimates for a multitude of space mission programs; assist in developing and writing requirements documents; and analyze space mission requirements submitted by Space Training and Readiness Command (STARCOM) units to incorporate into the Requirements Management Corporate Process.
The RMCP serves as a predictable, scalable, and enduring framework for STARCOM's requirements management. It defines, receives, develops, and manages internal and external requirements. The process ensures that all requirements are traceable to higher-level justification and strategic guidance. Validated requirements are then prioritized into material, non-material, and resourcing decisions, feeding into STARCOM's Program Objective Memorandum (POM) (a 5-year requirements outlook), Operational Order (OPORD), and Unfunded Requirements (UFR) cycles.
Compensation Minimum: $180,000
Compensation Maximum: $195,000
Job Requirements:
Skills / Experience Required
- Active Top-Secret Clearance with SCI Eligibility
- 15+ Years of Expertise in DoD work, with the last five years within a TS/SCI environment
- Proven experience in developing, maintaining, and updating program cost estimates
- Risk and Schedule Assessment proficiency; aligning WBS elements, developing data-driven estimating methodologies, and documenting estimates
- Skilled in Developing Reusable Pricing/Cost Models for sustained accuracy
- Deep Understanding of DoD Acquisition Processes with a focus on space mission areas; able to work independently with no need for additional functional cost estimating training
- Certified Cost Estimator/Analyst (CCE/A) or Certified Cost Professional (CCP) is desirable but not mandatory
- Expertise in Developing DOTMLPF-P Estimates and conducting analyses for open-ended solutions
- Proficient in Air Force and Space Acquisition Terminology, able to communicate effectively with program office personnel, functionals, program managers, leadership, and stakeholders
- Experience in Writing and Developing Requirements to meet mission objectives
- Familiarity with Space Force Organizations and mission areas to develop requirements for STARCOM RMCP
- Space Mission Area Expertise in industry or government, with a strong understanding of mission area gaps and innovative approaches to resource allocation
- Comprehensive Systems Engineering Knowledge, particularly in gap analysis and initial requirements development for complex programs
- Consultative Approach to defining client needs and translating them into operational information for senior leadership
- Skilled in Preparing Professional Reports and Presentations by collecting, analyzing, and summarizing complex information clearly and concisely
- Expertise in Assessing and Optimizing Solutions across STARCOM mission areas, including test, training, and exercises within Air, Space, and Cyberspace domains
Education / Certifications - Master's degree in a related field (MA/MS/ME)
- Equivalent work experience may be considered in lieu of education

Physical RequirementsWork may involve sitting or standing for extended periods of time and typing and reading from a computer screen. The candidate must have enough mobility, including bending, reaching, and kneeling, to complete daily duties in a prompt and efficient manner and that may include lifting to thirty pounds, as necessary.
