ECS is seeking a Senior Program Manager to work in our Colorado, CO office. Please Note: This position is contingent upon [contract award].
Job Description:
The Senior Program Manager will support the Defense Solutions team with the program as well as financial management of projects. This is a senior level position which will require a strong background in software development and knowledge of Space Force systems.
Responsibilities include:
- Work with the customer to identify their mission and systems requirements and develop a proposed solution
- Lead technical teams in initiating, planning, controlling, executing, and closing projects to produce solutions
- Coordinate priorities and resources between multiple programs.
- Provide updates on customer and corporate issues while participating in scheduled operational meetings with team leads and employees.
- Participate in program / project performance review meetings and discussions.
- Update and maintain production and quality metrics of program / projects.
- Collaborate with corporate financial team to monitor and manage contract costs, forecasting and budget preparation
- Meet with program management teams to review, update, and report project financial performance (revenue, cost, margin)
- Collaborate with Contracts/Pricing and Program Management teams in development of price proposals and cost estimates
- Prepare and/or support various project reporting requirements including Project Status Report, Revenue Summary, Labor Summary, Monthly Status Reports (MSR), burn-rate reports, utilization, and Estimated Time to Completion (ETCs)
- Work with project managers and operations staff to develop necessary data for key performance indicators to monitor project progress, performance trends, and early warning
- Continually assesses ongoing processes to identify areas for potential improvement
- Accurately maintain Enterprise financial information and prepare dashboards and reports for corporate executives and customers; this includes the management of multiple CLINs
- Identify program financial trends and provide recommendations when needed; conduct budget forecasting to mitigate over expenditures
- Ability to develop cost / budget models for pricing of services and goods to customers
- Oversight of multiple teams of Software Developers and Systems Engineers
- Directing system installation; defining, documenting, and enforcing system standards
- Responsible for making moderate to significant improvements of processes, systems or products
- Demonstrate innovative influence within a project that has impact and participation from multiple enclaves
- Provides support and troubleshooting to resolve issues
- Evaluates and reports on new network technologies to enhance capabilities of the network
- Enforce DoD Cybersecurity requirements for all installed components
- Provides overall leadership and direction to the Software Development Teams and focuses on the identification and implementation of strategic improvements, and suggests solutions that are consistent with the customer's vision and mission
Salary Range: $175,000-$235,000

Required Skills: - Must be a US Citizen per contract.
- Must have an Active Top-Secret Clearance.
- Bachelor's Degree in Computer Science, Information Systems Management or similar field.
- At least 10 years of management experience; prior project management experience required.
- Experience leading teams in the many components of program management, such as: software development, program documentation, scheduling, deployment, customer service, quality control, and others.
- Experience working with multiple stakeholders in the customer space and managing competing priorities.
- Excellent written and verbal communication skills and experience developing and delivering senior level briefs and presentations.
- Experience in project planning, scheduling, and preparing detailed products regarding program status and in the use of Microsoft Project.
- Experience managing subcontractors; managing multiple, diverse, and non-traditional subcontractors is a plus.
- Self-motivated and results-oriented dedicated individual with a strong work ethic.
- Ability to work in a fast-paced team environment.
- Strong analytical and problem-solving skills.
Desired Skills: - Master's Degree highly preferred.
- PMP, CSM, SAFe Agileist, or PMI-ACP.
- Ability to prioritize and manage multiple projects / priorities simultaneously.
- Knowledge of government contract types to include Firm Fixed Price, Time and Materials and Cost Reimbursable.
- Accounting experience with government contractor.
- Understanding of project-level finances to include billing and revenue types, direct charges and indirect rates.
- Department of Defense experience as either a senior uniformed service member, civil servant, or DoD contractor.
- Experience with Deltek Costpoint.
