GENERAL FUNCTION:

  • Data Analysis & Reporting: Utilize qualitative and quantitative techniques to assess program effectiveness, efficiency, and productivity. Provide comprehensive program status updates, including metrics and Earned Value Management (EVM) analysis, to evaluate program health and performance.
  • Program Evaluation & Issue Resolution: Assess program adherence to schedule and cost baselines. Recommend viable solutions to problems and suggest alternative strategies for course correction. Assist with resolving programmatic issues in collaboration with Air Staff, Major Command, DoD personnel, and other stakeholders.
  • Documentation & Briefing Preparation: Develop high-quality program documentation, including briefings, reports, acquisition plans, and performance assessments. Support the preparation of statutory and regulatory reports, such as the Defense Acquisition Executive Summary (DAES) and Monthly Activity Reports (MARs). Prepare presentations and acquisition documentation for senior management and decision-makers.
  • Program Support: Assist the Program Manager (PM) and Acquisition Team with planning and organizing acquisition efforts across development, production, and deployment phases. Support the Integrated Master Plan (IMP) and Integrated Master Schedule (IMS) reviews, ensuring programs are on track and aligned with strategic objectives.
  • Acquisition Strategy & Life Cycle Management: Provide expertise in acquisition strategy planning, including pre-award and post-award document preparation. Assist with milestone planning, tracking, and decision documentation. Support full life cycle management of systems, subsystems, and equipment.
  • Risk Management & Performance Metrics: Help develop and integrate risk management plans and strategies. Maintain and analyze key program metrics and databases to track program status and ensure timely resolution of issues.
  • Collaboration & Coordination: Interface with various US Government (USG) organizations, including headquarters, major commands, and external agencies, to ensure seamless coordination and completion of tasks. Support senior-level meetings, program management reviews, and acquisition task briefings.
  • Program & Process Improvement: Evaluate existing and proposed programs, processes, and policies to identify improvement opportunities. Provide recommendations to senior leadership on how to optimize acquisition program effectiveness and compliance.
  • Acquisition Documentation & Source Selection: Support the preparation of critical acquisition documentation, including Requests for Proposals (RFPs), Statements of Work (SOWs), and Performance Work Statements (PWSs). Assist in source selection activities and reviews, ensuring quality control and compliance with regulations.

QUALIFICATIONS:
  • MA in a related field and ten years of experience in the respective technical / professional discipline being performed, five years of which must be in the DoD, OR , BA in a related field and 12 years of experience in the respective technical/professional discipline being performed, five of which must be in the DoD, OR , 15 years of directly related experience, eight of which must be in the DoD.
  • Must possess and maintain a government security clearance at the Secret Level.
  • Must be able to perform functional duties independently.
  • Must be proficient in the use of Microsoft programs (including Excel, Word, Outlook).
  • Must be able to transport self to various facility sites, as required. If using own motor vehicle, must possess a valid driver's license and proof of insurance.
  • Must be proficient in the use of Microsoft Office Applications and other standard applications.
